There is a material used in the building industry to wrap houses called Tyveck (there is also Typar but this is grey). The Tyveck  is white and pretty much indestructible, you can't tear it. All you have to do is look for a new house going up with this white paper wrapped around it, stop and ask the builder if you can have some scraps. (there are always lots of scraps as they cut out the window and door openings) and you are doing them a favor cause they are throwing it away any way.

Now that you have it, cut it into whatever size tags you use, punch a hole into it, add a twisty tag or small peace of wire and you are in business. Write on the tag with a "sharpie" pen that is a permanent marker and you can leave this on in the water, pickle or whatever. I place a waterproof tag on everything that comes into the shop with a "Work Order" number  written on one of theses tags, fish. deer, ducks and so on. It never comes off until the mount is done, it  goes through all the acid pickles, washes, etc. No fading. Try it you will like it. If you can't find it let me know I always have some around here.
